TOPS is a program for students in grades 9-12 who violate the district's Safe Schools Policy. The full-day program is located at the Adult Learning Center, 141 Western Ave.

The TOPS curriculum includes all required courses for graduation as well as physical education, Spanish, art and Academic Intervention Services (AIS). TOPS also utilizes Apex Learning, a comprehensive, standards-based online program that helps engage students in rigorous coursework and prepare them for high-school graduation and beyond. Individual counseling at TOPS focuses on helping students develop effective strategies for success in school and in life.

The total maximum enrollment at any one time is 75 students.
