This Professional Development Plan for the City School District of Albany describes a vision for adult learning that is collaborative, continuous, embedded in daily practice and focused on student achievement.
We seek to create a system that is sustainable, feasible and responsive to current student and teacher need. These needs are determined by data, annual building and district reviews and staff surveys.
The ultimate goal of the plan is to improve student achievement. In addition to this primary goal, the plan aims to increase our knowledge and understanding of best practices, incorporate new and innovative practices, retain new educators and meet the NYSED requirements for professional development.
The plan integrates the goals of the district’s multi-year planning process with the goals that the State Education Department has identified as core elements of professional practice. It acknowledges the district’s mission and vision with the NYS Professional Development Standards.

Goal #1: Learning Standards
Align program practices to NYS Learning Standards, inclusive of the transition from the Common Core Learning Standards to the new Next Generation Learning Standards in Math and ELA, and provide additional guidance on the implementation of Learning Standards for English Language Learners (ELLs) and Students with Disabilities (SWDs).
Objective 1.1: Train instructional leaders and faculty in all frameworks, practices and requirements of NYS Learning Standards, inclusive of the Next Generation Learning Standards in ELA and Math, and provide additional guidance on the implementation of the Standards with English Language Learners (ELLs) and Students with Disabilities (SWDs).
Goal #2: Instructional Practices
Ensure that all district professional staff develop the skills, knowledge and strategies to effectively implement curriculum and best instructional practices for all students, inclusive of English Language Learners (ELLs) and Students with Disabilities (SWDs).
Objective 2.1: Promote literacy development K-12 and in all content areas, inclusive of English Language Learners and Students with Disabilities.
Objective 2.2: Content Area Development: Provide opportunities for staff to enhance their content knowledge and learn appropriate instructional strategies/best practices in respective disciplines, inclusive of English Language Learners (ELLs) and Students with Disabilities (SWDs).
Objective 2.3: Data Driven Instruction: Provide ongoing training and support for the use of data-driven protocols to guide instructional decision making at the classroom, grade and building levels, inclusive of English Language Learners (ELLs) and Students with Disabilities (SWDs).
Goal #3: Provide a safe, respectful and responsible school and district community.
Objective 3.1a.: Provide targeted professional development to all K-12 staff on PBIS (Positive Behavior Intervention System) evidenced based implementation practices with high fidelity.
Objective 3.1b: Provide targeted professional development and support to PBIS coaches, teams and leaders to ensure full implementation of PBIS.
Objective 3.2: Provide targeted professional development to all K-12 administrative and pupil personnel support staff to create, document and utilize effective best practices (conflict resolution, restorative justice) addressing student social, emotional and behavioral challenges.
Objective 3.3: Provide targeted professional development in Therapeutic Crisis Intervention for Schools (TCIS) and TCIS Recertification.
Objective 3.4: Provide targeted professional development to all K-12 staff on the Code of Conduct to ensure district staff members have the information they need to support a safe and respectful environment.
Objective 3.5: Provide targeted to K-12 staff on culturally responsive practices to ensure district staff members have the resources they need to promote an educational environment attentive to the cultural diversity of all students.
